JOB SUMMARY
Responsible for advising the President, CEO regarding all financial matters, strategic planning and organizational development as well as directing human resources and purchasing. This position requires a high degree of financial knowledge, strong analytical skills, independent judgment, discretion, and initiative.
JOB RESPONSIBILITIES
Essential Job Responsibilities:
Serves as the Chief Financial Officer of the Airport Authority. Responsible for ensuring that the Authority’s annual budget is prepared and submitted to the Authority Board for approval by the September Board meeting of each year. Coordinates budget activities, develops procedures, sets budget calendar, and presents budget recommendations to the Sarasota Manatee Airport Authority. Acts as the primary liaison with Airline representatives regarding the budget.
Coordinates the preparation of an Airport Capital Improvements Budget.
Responsible for the preparation of a Multi-Year Financial Plan.
Directs and coordinates daily operations of accounts receivable/payable, inventory, budget, grant, payroll, and human resources functions.
Develops, formulates, interprets, coordinates implementation, and revises employee handbook and associated human resources policies, and directives. Oversees the compliance with these policies and procedures by management and other employees.
Develops and maintains the compensation and classification programs to include job class specification revisions and evaluation of pay delivery systems.
Interfaces with other management on matters pertaining to accounting, budgeting, payroll, purchasing and human resources functions.
Directs, supervises, delegates, hires, counsels, recommends separation and conducts performance evaluations for Finance and Administration areas. Oversees their activities ensuring compliance with all Airport policies, laws, and FAA regulations.
Prepares department long and short-term goals and objectives and develops and recommends policies and resolutions for SMAA approval.
Coordinates union negotiations to work out a contract that is acceptable to both employees and management.
Directs the Finance, Human Resources and Purchasing, Departments to formulate and implement policies.
Coordinate’s investment of Authority funds with Sarasota County Clerk of Courts. Ensures investment actions comply with the Authority's investment policy. Ensures optimum return on Authority funds. Decides placement of funds in accordance with Airport Authority investment policy. Periodically reviews and recommends revisions to Airport Authority investment policy.
Tracks, transfers, and reconciles pooled funds as stipulated by bond resolutions and Airline Use Agreements.
Interprets and administers financial components of Airline Use Agreements and other contracts. Recommends rates and charges. Insures proper debt management and debt service coverage. Prepares ongoing cash flow analysis and forecasts.
Coordinates annual Authority audit by compiling requested information, producing reports, and responding to auditors' inquiries, collating the final audit information into document form and completing government required audit report. Implements any changes recommended by auditors and accepted by the Authority.
Administers federal and state grants. Meets and corresponds with federal, state, and local government representatives. Reviews requests for funds and ensures proper project accounting for financial compliance to grant requirements and close-out at grant termination.
Approves all invoices and payrolls for payment. Reviews and authorizes payments to contractors. Develops and implements internal controls for Airport property, cash, and equipment.
Provides supervision to the Purchasing Department through coordination of bids, proposals, and contract negotiations.
Advises the President, Chief Executive Officer on Finance, Human Resources, Purchasing and other matters.
Prepares reports and documents related to bonds, benefit negotiations, contractual obligations, and transmits these to the board and/or other agencies.
Other Job Responsibilities:
Performs special projects as assigned by the President, Chief Executive Officer.
Ensures collection of Accounts Receivable and represents the Authority in court when necessary.
Represents the Airport at public meetings when issues relate to area of expertise or as directed by the President, Chief Executive Officer.
Performs other related duties as required.

QUALIFICATIONS REQUIRED
Where 'preferred' is indicated, the qualification is not essential.
Education and Experience:
Bachelor’s degree with a major in accounting, finance, business administration or a closely related field.
Master’s degree in Business Administration with a concentration in Finance or Accounting, preferred.
At least seven years of increasingly responsible financial, budgeting and/or accounting experience, at least three of which were in a supervisory or management capacity.
Specialized knowledge of Airport financial requirements, including rates and charges, FAA Airport Improvement grant assurances, FAA Airport Revenue Use Policy, Passenger Facility Charge Program regulations and requirements, federal aviation law, purchasing and human resource practices, preferred.
Licenses and Certifications:
Certified Public Accountant or Certified Management Accountant, preferred
Accreditation with AAAE (AAE designation) or ACI (IAP designation), preferred.
Knowledge, Skills, and Abilities:
Excellent written and verbal communication and math abilities.
Knowledge of generally accepted financial and governmental accounting principles (GASB & FASB).
Knowledge of the principles, practices and methods of financial management, accounting, auditing, cash management techniques, and airport administration.
Knowledge of federal, state, and local laws, FAA regulations, and airport policies relating to financial management, accounting, and grant administration.
Knowledge of budgeting and auditing procedures.
Knowledge of purchasing practice, laws, and regulations.
Knowledge of bonds and proper procedures for their security.
Knowledge of human resource procedures, practices, and legal compliance.
Knowledge of leasing practices and negotiating techniques.
Knowledge of group benefit administration.
Knowledge of Great Plains software, preferred.
Knowledge of and ability to use Excel, payroll, and other computer programs.
Knowledge of appraisal and compensation systems.
Ability to analyze and implement airport policies and procedures.
Ability to plan, organize, assign, establish, and maintain effective working relationships with officials, executives, subordinates, tenants, and the public.
Ability to perform and complete multiple tasks within a short timeframe.
Ability to accept change and maintain a balanced approach in a flexible and creative environment.
Ability to plan, organize, prioritize, and delegate functions to subordinates in a manner that ensures they perform at optimum levels.

Physical Requirements:
The Executive Vice President, Chief Financial Officer must be diligent in adhering to all work-related safety rules, procedures and regulations and take the precautions necessary to comply with the Airport Authority safety policy.
Mental Requirements:
As an Executive Vice President, Chief Financial Officer, the employee must have the mental capacity to provide support to all departments; must be capable of successfully interacting with employees, outside agencies and the general public; develop and maintain effective working relationships with superiors, fellow employees, outside agencies and the general public and have the mental capacity to provide support to the President, CEO.
Environmental Requirements:
The Executive Vice President, Chief Financial Officer generally works in an office environment.
